- On legal regulation of relations in the field of publishing educational literature and ensuring its availability: Letter of the Ministry of Education of the Russian Federation of March 25, 2005. N 01-50-347/17-10.
- On Approval of the forms of applications for granting a license to carry out educational activities, on the reissuance of a license to carry out educational activities and a statement of material and technical support of educational activities for educational programmes applied for licensing: Decree of the Ministry of Education and Science of the Russian Federation (Ministry of Education and Science of Russia) of December 11, 2012. N 1032, Moscow.
- Federal State Educational Standards of Higher Professional Education (“FSES HPE”), adopted by the Ministry of Education and Science of Russia and registered by the Ministry of Justice of Russia (in the text of FSES for each programme/speciality: paragraph 7.17 of FSES HPE for Bachelor's degree, paragraph 7.18 of FSES HPE for Master's degree and speciality).
- On Amendments to the Federal State Educational Standards of Higher Professional Education: Decree of the Ministry of Education and Science of Russia of May 31, 2011. No. 1975.
- On approval of licensing standards for the availability of educational, methodological literature and other library and information resources at the licensee.
